Cheesy Beef Rice Bake

1lb hamburger
1 clove garlic, minced or garlic powder
1 C. long grain rice — uncooked
1 T. butter
3 C. water
1 C. shredded carrots
2 t. beef bouillon
1 t parsley
1/2 t minced dried onion
1/2 t salt
1/2 t basil
5-7 slices American cheese

In a skillet, brown hamburger with garlic; drain.
Pour into greased 2 Qt casserole dish.
In same skillet, melt butter, add rice and brown the rice. Once the rice is somewhat browned, add water, carrots, beef bouillon, parsley, dried onion, salt, and basil. Bring to a boil, cover, reduce heat and simmer for 5 minutes.
Pour into casserole dish and mix it together with the hamburger.
Cover with foil and bake in the over at 325 degrees for 45 min.
Stir a couple times during the cooking.
Once the water is gone, top with the cheese.  Cook this for another 5 minutes or until the cheese melts.
